This is a placeholder for an issue filled in kubernetes/minikube repo.

I would like to add steps to reproduce here:
I managed to reproduce an issue with PD 1.7.0 with installed minikube extension (0.3.0-next) and with podman machine that got --rootful and --user-mode-networking flags.
New reproducer:
Pure instability. If this error appears when creating minikube cluster via PD:
Error: Failed to create minikube cluster. E0125 05:58:08.614734 408 cache.go:189] Error downloading kic artifacts: not yet implemented, see issue https://github.com/kubernetes/minikube/issues/8426 ! then one is not able to create cluster via PD anymore.
Possible helper in this situation can be:
go to cli:
minikube delete
Try again in PD.
If did not help, try:
minikube delete
minikube config set rootless true
Start again.
