Placeholder for remaining AC not completed by #33

Ultimate goal is to have OPERA_L3_DSWX-S1_V1 granules use bignbit to call Harmony to generate browse image and then send to GIBS.

Potential AC: Enable bignbit to test the integration with Harmony. Need to check with GIBS that if we send them messages, it will not affect our operational images (OPERA HLS).
