Add risk about external dependency on team with low capacity

  • Verify ICD in place with GIBS
  • Test harmony/hybig invocation
  • CNM Tracking
  • enable bignbit for OPERA_L3_DSWX-S1_V1 in cumulus
    • not required to be in ops at time of data archive in ops, but as soon as we can
