Fix buttonContainer onClick logic.

Reordered german translations based on mystrings.d.ts
Removed de-de.ts from project root that got accidentally committed by the previous editor
Normalized quotation marks
Updated missing translations and fixed some typos. Changed RTE translations based on the OOB modern Text web part. Changed DateTime picker translations based on CLDR.
DateTimePicker now makes use of the dateLabel and timeLabel properties of the object passed in the strings prop.
Fix bugs. Refactor.
