Update `spo site alert` commands

This issue is a reminder to recheck the spo site alert commands that are end of life in 2026.

Let's check if these commands still have use. Do they work for the new SharePoint list rules? If so, we should update the documentation of the commands and maybe the name as well.

• spo site alert list
• spo site alert get
• spo site alert remove

Affected scripts:

• New sample script: SharePoint Online list alerts retirement report #6864 (maybe let's transform it to make an inventory of list rules instead)
