Support multiple frontend and or backend packages #88

Modify repository.toml to support specifying multiple packages, both for frontend and backend.

This would probably require adding a spec version key to repository.toml and modifying [backend.package] and [frontend.package] to be arrays.

Important: Files without the spec version should be treated as version 1.0
