So far, the assumption was to find the FPT at the start of the ME region.
However, it may happen that the FPT is further behind.
Or it might be that there is no ME region defined, as in the case of IFWI.

Questions:

• What may lie before the FPT?
• Are offsets in FPT entries relative to the FPT or relative to the ME region? (likely relative to the FPT)
