Prevent journal managers from viewing DataCite credentials #6869

Describe the problem you would like to solve
Journal managers often need to enter their own credentials for third-party distribution services, like DataCite. But in some cases a service provider manages these credentials for all journals in their system. In such cases, the journal manager should not have access to the DataCite credentials.

There are probably similar scenarios with other third-party distribution services.

Describe the solution you'd like
Two solutions have been proposed:

  1. The credentials could be provided in the config.inc.php, or through a setting in the administration area. When the credentials are provided there, no credentials appear in the journal-specific settings.
  2. Journal managers can enter new credentials but not view previously entered credentials. In this solution, the journal manager would have a form to enter their own credentials, but any previously set credentials would not be visible. Once credentials were entered, the journal manager would not be able to view them again, only set them again.
