Describe the bug
The tooltip for the "Type" metadata field contains a URL that is not being properly formatted as a hyperlink. This is working in 3.4 but not in main.

To Reproduce
Steps to reproduce the behavior:

1. Ensure that "Type" metadata is enabled in Workflow > Submission > Metadata
2. Go to a submission's Publication/Preprint tab > Metadata
3. Click the tooltip beside the "Type" field label
4. See error
