Summary: Keep track of each upload to a mirror of artifacts. Create a manifest_updates.json based on the uploads, and then update the github pages manifest based on these updates.

Test Plan: Tested the vizier and operator releases. The CLI release is blocked on problems with Apple, will test that once unblocked.
