#45: centralize work-planning sources

Summary

• add reviewed ACTORS.md entries for pirog and emoriwan without embedding repository policy
• centralize priority repositories, default scopes, current-invocation decisions, narrowing, and authority boundaries in WORK_REPOS.md
• update Plan Work to consume the shared repository policy, fail closed when it is unavailable, and use priority as a soft relevance signal
• copy both planning inputs into the managed Piroplugin cache and cover their installed read-back

Validation

• bun skills/skill-author/scripts/validate-skill.js --skill-dir skills/plan-work --type workflow
• bun run test — 102 passing
• bun run lint
• bun run codex:validate
• bun run codex:check / bun run codex:sync / bun run codex:check
• git diff --check

Notes

• Plan Work remains read-only until the user selects exact sources to queue.
• Leia was not run because it was not separately requested.
• bun run build and bun run ai:sync were not run because generated release output and live dotfile restow are outside this change.
