fix(presets): preserve policy across config generation - #1943
Conversation
Load mode presets from their bundled policy files and retain current built-in protections. Preserve configured scanning actions and tool-chain settings during MCP discovery, while keeping named-preset parsing compatibility. Cover generation, initialization, runtime policy, and malformed input.
The preset listing described audit as log-only, but the audit preset still blocks core findings, transport safety, MCP input scanning and selected tool-policy rules. Label the default action so operators do not read it as a no-block mode.

Keep ordinary audit MCP input, tool-policy and taint findings observational while retaining core and transport safety checks. Preserve canonical response-pattern names with their effective expressions so raw YAML and loaded presets agree.

🔒 Security & Privacy | 🟠 Major | ⚡ Quick winRestore explicit blocking actions for the audit safety rules.
The YAML fallback resolves both rules to
warn. The MCP policy uses that effective action for pre-execution tool checks, so matching destructive deletes and credential-file accesses can pass as warnings instead of receiving the merge-baseblockverdict. The global audit enforcement gate does not preserve these rule-specific actions.Suggested fix

State that core and transport safety protections may still block, and that
individual tool rules can override the tool-policy default, including with
block; retain the documented refusal behavior for malformed MCP messages and
binary WebSocket frames.

What changed
Audit enforcement decision required
Option A is the current PR head. For users generating or regenerating audit configurations, 21 default tool-policy entries across the 17 names below change from block to warn. Existing configuration files are not rewritten automatically. Other checks may still refuse a request; a warning from this policy is not an unconditional execution guarantee.
A scoped matcher comparison reproduced block-to-warn changes for credential writes, reverse shells, and persistence writes; a safe control remained unmatched. This comparison checks policy decisions, not downstream execution.
This lowers enforcement for those users and requires a maintainer decision before merge. I recommend retaining the previous block exceptions unless the full change is explicitly accepted. Audit still refuses malformed MCP messages and binary WebSocket frames; those checks do not replace these tool-policy blocks.
Option B is prepared locally at
d269ad1ab18e9bca1efd4f114b0606186d270d48and has not replaced the published head. It retains all 21 generated-policy block entries while preserving the rest of the consistency fix. For users loading the bundled audit YAML directly, those same entries previously warned and would now block. Scoped race tests for presets, policy, and setup passed, along with enterprise preset race tests and OSS/enterprise preset lint. These checks exercise policy decisions and configuration round trips; they do not prove downstream MCP execution. Option B still needs review before publication.Output compatibility
Generated strict, balanced, and audit YAML now preserves the bundled files verbatim, including comments and regular expressions. Scripts comparing serialized output byte for byte need updated expectations. The audit listing changes from
warn (log-only)towarn (ordinary findings; safety rules still block).Summary by CodeRabbit
