sink(ticdc): move codec into mq and remove interface.go #5456

What problem does this PR solve?

Issue Number: ref #5138

What is changed and how it works?

  • Move codec into mq. Because it only for MQSink.
  • split interface.go
  • remove some dead code (encoder result)
