*: enable race test on util/chunk and update bazel config

What problem does this PR solve?

Issue Number: ref #35234

Problem Summary:

What is changed and how it works?

1、Enable race test in the util/chunk
2、run gazelle to update bazel config
3、add 3min test timeout.

 Q: Why is the timeout 3min. 
 A: Because the unit test speeds 3min to complete it.
