tiup: update sysctl settings

• Give a warning about vm.min_free_kbytes as it can lead to boot failures and instability if set on systems with low(er) amounts of memory
• Change tcp_tw_recycle as it isn't available on (most/all) new systems. It is still available on CentOS Linux 7, but that's EOL and not expected for new installations
