Program 'failed to create process'

Describe the problem
I installed using the command in the README, but whenever I attempt to run 'odmpy' from the command prompt I just get a response of "failed to create process". Google hasn't been particularly helpful. I've tried several of the potential fixes related to Python, but haven't found anything to work. I have used Python before on this machine without issue, so I'm not sure what's causing this.

odmpy libby or any other variation of odmpy

Version/Environment
"Failed to create process", but I'm running Windows 10 and Python version 3.12
