[Data objects] localized fields are empty

Steps to reproduce

• Login as admin

• Create a user with the following permissions:
  Assets
  Objects
  Worskpaces home for data objects and assets (all permissions)

• Login as this user

• Open a dataobject with existing content for localized fields

Actual behaviour

• Localized fields are empty

Expected behaviour

• Content should be shown

The issue should be resolved by pimcore/studio-backend-bundle#1098

There is however a small follow-up/ related topic.
@markus-moser @vin0401 if there is a restriction in permissions for localizedView (like in the screenshot, its restricted only to french language)

In this case, in the classic UI the languages in the editor are restricted to the allowed languages (so en and de are hidden)

This is currently not the case in the Studio UI (if there is a ticket for this already, or will be part of something else, please feel free to close this issue)

We already respect this logic in our normalizers and also when setting the data back. However, there is a special case, if localizedView is empty or value is 'default' then again all languages are allowed. This special case was cause of this issue as well.
