Mac: Use NSRunLoopMode.Default for mouse tracking so UITimers work #2338

When click+dragging on a control that uses the mouse tracking loop, UITimers would not fire during this time as the NSRunLoopMode.EventTracking mode does not include them. So, we now use NSRunLoopMode.Default instead and make it configurable.
