type_length_limit must be increased

Due to upstream Rust issues, we must increase the type_length_limit:

• Exponential compile-time and type_length_limit blowup when nesting closure wrappers rust-lang/rust#54540
• Have all methods of Filter and FilterMap use internal iteration rust-lang/rust#58730
• reached the type-length limit while instantiating rust-lang/rust#58952

This causes issues in libjail-rs: fubarnetes/libjail-rs#59
