Added the severity field in gitlab formatted code quality reports. Since GitLab 13.x it's a required property. See: https://docs.gitlab.com/13.11/ee/user/project/merge_requests/code_quality.html#implementing-a-custom-tool
If the field is missing, GitLab isn't able to parse the report (silently fails) and doesn't show any errors/degradations.
