stream_get_contents() only returns FALSE when an invalid offset is provided

could this path which returns FALSE be turned into a exception, so stream_get_contents() could return string, instead of string|false?

The issue is that there is no way in general to determine if the offset provided is valid by the user, as this is the main criterion we use for determining if a warning can be turned into an exception.

(Note this also affects a few other code paths)

thanks for looking into it. I will make PHPStan a bit smarter instead, so users are not forced into handling false when not required: phpstan/phpstan-src#4092
