Bump runtime to 1.0

Hi!

I'm delighted to be using this runtime alongside FrankenPHP. While FrankenPHP has already reached version 1.2, this runtime is still at version 0.2.

Would it be possible to update it to a stable version 1.0? I would greatly appreciate your help with this.
