From Better local setup cebe#156

In order to setting up this lib locally for development following CONTRIBUTING.md, I faced error

$ make migrate
docker-compose run --user=5886 --rm php sh -c 'mkdir -p "tests/tmp/app"'
Creating yii2-openapi_php_run ... done
mkdir: cannot create directory 'tests/tmp/app': Permission denied
ERROR: 1

Workaround for this is $ sudo chmod -R 777 tests/tmp/, but it is not the ideal solution.

Find out a way that does not require giving 777 permission to tests/tmp directory.
