Trying to upgrade rand showed that some tests depended on rand's specific output for `OsRng`. Instead of depending on the specific byte output, generate the bytes once and bake them into the test.

Tests depend on the specific (seeded) rand output, instead of doing that, bake the byte arrays into the tests.
Also update the dependencies to the newest versions
