New Function pgr_bandwidth()

[Saloni-2005]

Fixes #2951.

This PR adds one new function named pgr_bandwidth to pgrouting:

• pgr_bandwidth: Returns the bandwidth of the undirected graph

This is a final merge PR containing commits from several different PRs combined.
