Create "man" page

Create a man page with Sphinx build option:

sphinx-build -b man -a -d build/doc/_doctrees/ -c build/doc/_build . build
man build/pgroutingdocumentation.1

I added the Cmake build of custom "man" document (d159cfc), but I don't know this is really something we should really install:

• It doesn't fit into one of the 8 man chapters
• It doesn't follow the format conventions of man pacges
• PostgreSQL and other databases only use it for shell command documentation, not for SQL.

It could be installed into man 7 but it should get activated via "man pgrouting" not "man pgroutingdocumentation"

in my tools/doit script I install these files like this:

gzip -c man/pgRoutingReference.1 > man/pgrouting.1.gz
sudo install -t /usr/share/man/man1 man/pgrouting.1.gz

If you wanted to install them in man 7 section change all the "1"s above to "7"

I have changed the Sphinx make file to output build/man/pgrouting.7.

gzip -c build/man/pgrouting.7 > build/man/pgrouting.7.gz
sudo install -t /usr/share/man/man7 build/man/pgrouting.7.gz

Though still I don't know a "man" page is what pgRouting should have and if we don't break the formal style of a "man" page using just our HTML documentation as a base.

I have also linked the zipped MAN page on the documentation start page.
So whoever wants to install it can download it from there. Package maintainers need to decide themselves if they want to use it or not.
