Remove dependencies to other open source projects

Other open source projects leave this project open to downtime when they stop responding. Due to current issues with MapIt dependency immediate steps should be taken to remove the dependency from the code base.

Ensure that commits fixing this bug are branched from commit 741a565 rather than the head - this is a hack!

I have just had an email from MapIt requesting that we buy a commercial licence to carry on using this source of information. Have asked if we can work out a controlled exit strategy, will continue working on alternative sources of information.

This information on electoral districts etc is currently being processed for another Bluelight Studios project, so will port the table once processing is complete into ivebeenlinuxed/UK-Postcodes@29527d68e05a15067a560b86541b387511855a36 (Branch postcode-2.0)
