Issue: #243 — [Fleet Monitor] petry-projects/markets — pr-auto-review.yml

Root Cause

pr-auto-review.yml was never merged to main. It exists only on the add-pr-auto-review-workflow branch (PR #241, currently conflicting). When CI completes on pushes to that branch, GitHub tries to trigger workflow_run events from the default branch — finds no file there — and records a failed run. All 28 failures (40.6%) are push-origin workflow_run events that fail with 0s duration "workflow file issue" because the file doesn't exist on main.

The 41 successful runs are pull_request / pull_request_review events, where GitHub correctly runs the workflow from the PR branch.

Scope

Deploy the correct pr-auto-review.yml to main (via this dev-lead branch) using the org-standard template from petry-projects/.github/standards/workflows/pr-auto-review.yml@v2, adapted for this repo's CI workflow name ("CI").

Implementation Checklist

TDD Exception: This is a pure workflow configuration deployment — no executable code changes. There is no test suite to run for GitHub Actions YAML files. Validation is via YAML syntax check and org-standard compliance review.

Root Cause

workflow_run triggers only fire from the repository's default branch. Since pr-auto-review.yml was never merged to main (only on the conflicting PR #241 branch), every time CI completed on the feature branch, GitHub attempted to trigger the workflow from main, found no file, and recorded a failure with 0s duration and "workflow file issue". The 41 successful runs were pull_request/pull_request_review events, which GitHub correctly ran from the PR branch.
