P2 Badge Remove the CODEOWNERS catch-all, not ignore duplicates

For the codeowners-no-catchall compliance change, this edit only deduplicates .dev-lead/ ignore entries while .github/CODEOWNERS still contains the repository-wide * @petry-projects/org-leads catch-all. Any compliance check looking for a catch-all owner will continue to fail, so this does not close issue #247; update CODEOWNERS to use explicit path ownership instead of changing .gitignore.
