Previous initiatives deprecated the Claude workflows and replaced with dev-lead and pr-review agents. However, the old workflows were not removed from the org and compliance checks. Review and ensure no dependencies and then remove.

Dev-Lead Implementation Plan

Issue: #456 — claude workflow deprecation

Scope

Remove the deprecated Claude Code workflow (claude-code-reusable.yml) from the repo and from compliance checks, plus the documentation that describes it — after confirming nothing still depends on it (the dev-lead and pr-review agents have already replaced its behavior).

Dependency review (the "ensure no dependencies" step)

• No uses: caller of claude-code-reusable.yml exists in this repo; deploy-standard-workflows.sh never deployed it (not in DEPLOYABLE_WORKFLOWS).
• The one functional behavior — the claude-rebase job that resolved auto-rebase merge conflicts (sentinel <!-- auto-rebase-conflict: -->) — is now handled by dev-lead (.dev-lead/scripts/dev-lead-intent.sh emits a rebase intent on that sentinel). So deletion breaks no live functionality.

Implementation Checklist

• Delete .github/workflows/claude-code-reusable.yml (the deprecated reusable workflow)
• scripts/compliance-audit.sh — in check_centralized_check_names, remove the claude/claude-issue broken-required-check detection (findings required-claude-check-broken / required-claude-issue-check-broken) and its now-stale comments; keep the AgentShield/Detect ecosystems rename detection and check_claude_md. Fix the stale claude-code-reusable.yml example comment.
• standards/ci-standards.md — remove the deprecated claude.yml template row, remove §5 "Claude Code (claude.yml) — Deprecated" (incl. the embedded historical YAML), update the Auto-Rebase conflict note to reference the dev-lead rebase handler, and drop the claude row from the CI Job Naming table.
• AGENTS.md — remove claude from the markets required-checks row, reword the Dependabot AI-reviewer line, and remove the "Claude Code Workflow on Dependabot PRs" subsection (it documents the deleted workflow).

Explicitly kept (out of scope / still valid)

• CLAUDE.md + the check_claude_md / missing-claude-md compliance check (every repo must still have a CLAUDE.md).
• The anthropics/claude-code-action app id 1236702 in check-suite/repo-settings scripts, the claude[bot] bot filter, and the claude engine option for dev-lead — all used by the replacement agents.
• The forward-migration docs ("Adopting the Dev-Lead Agent", "Migration from claude.yml") and the one-shot label-migration tooling (migrate-claude-label.sh, LEGACY_TRIGGER_LABEL) — these help repos move off claude and are not the workflow itself.
• Feature-ideation BMAD references to the claude-opus-4-6 model.

Tests to Write

• test/scripts/compliance-audit/claude-deprecation.bats — regression guard asserting scripts/compliance-audit.sh no longer emits the required-claude(-issue)-check-broken findings or classifies claude/claude-issue required-check contexts, while the AgentShield rename detection and check_claude_md are preserved. (Red before the edit, green after.)
