Rollout: broader fleet onboarding of the idea→initiative + driver pipeline (beyond the .github pilot)

Scope

The pipeline is fleet-enabled but only piloted on petry-projects/.github. Track onboarding the remaining BMAD-enabled repos to the full pipeline: the feature-ideation, idea-triage, initiative-planner caller stubs and the initiative-driver stub, per the staged ring rollout (#515) and the enrollment runbook (ci-standards §10).

Per-repo enrollment (per the runbook)

• Copy the caller stubs to .github/workflows/
• Enable Discussions + an "Ideas" category
• Create the gate labels (see the enrollment-label issue)
• Confirm GH_PAT_WORKFLOWS owner has write access to the repo
• Point add-to-project per the hybrid board rule
