[Fan-out] Convert consumers' dev-lead to @dev-lead/stable callers

Apply the validated pr-review consumer pattern (#536) to dev-lead: convert the 4 consumer repos' dev-lead.yml from dev-lead-reusable.yml@main → @dev-lead/stable + agent_ref: dev-lead/stable, so the whole fleet runs the pinned channel and dev-lead promotion is a central tag move.

Consumers: markets, ContentTwin, google-app-scripts, bmad-bgreat-suite (all currently @main).

Acceptance: no consumer dev-lead runs @main; each pins @dev-lead/stable with agent_ref; validated on a real dev-lead pickup in ≥1 consumer. dev-lead/stable is already at v1.2.0 (= main, incl. #488 fixes), so no regression.

Fully autonomous — zero admin overrides. The consumer pr-review agents approved all four and they auto-merged on green. This is the #534 fix paying off: no thrash-cancelled checks tripping the agents' CI gate, so self-approval just works. bmad merged cleanly too (CodeQL default setup now runs on its PRs).

Validated on real pickups (≥1 consumer, acceptance met): post-merge dev-lead runs on markets (27307852414), google-app-scripts (27307847219), ContentTwin all executed:
