Update FTB server

Description

• Adds support for arm architecture
• Adds support for fabric modpacks
• Fixes forge 1.17+ modpacks (resolves [Bug]: Installation for FTB Modpacks using Java 17 and the FTB egg not completing install #1731)
• Includes the given Log4jPatcher from the installer in the startup command
