Add Pip 10 to restore the ability of liquidity to flow in and out of the PegNet from and to exchanges to meet liquidity demands.
This would open a liquidity attack in the PegNet, but pip 10 describes how to estimate volatility of an asset and build a new liquidity opportunity for PegNet users to profit by supporting asset prices.
