Wire Codecov into the CI workflow: the Test step now runs `task test:coverage` (producing coverage.txt) and the stable-Go matrix job uploads it via codecov/codecov-action (SHA-pinned v6.0.1). Adds .codecov.yml (70% project/patch target, ignoring tests, generated *_enumer.go, mocks, testutil, and the thin main.go entrypoint), a coverage badge, and coverage.txt to .gitignore. Now that we have unit tests, wire Codecov into CI (mirrors the go-claimcheck setup).
