The code looks good to me - if you have tested that this workin MEC both for an existing & the new box then go ahead!

Description
Configuration variables (BASE, EVR, IOC, and WAVE8) were defined for a new 'usr_dio' MEC device.
Motivation and Context
The user device hosted on ioc-mec-wave8 was not on the list for MEC.
How Has This Been Tested?
The updated ipmConfigEpics was run on mec-daq.
