Truncate - True calculated middle truncate

Currently, the Truncate component requires trailingNumChars when truncating in the middle. It would be helpful if the component were also able to automatically truncate to where the truncate would leave equal (+-1) characters on either side.

FYI, PF Topology has a truncateMiddle util but since it's not currently exported in index.ts it isn't available for consumers to import outside of PF Topology.

Moving this util to https://github.com/patternfly/patternfly-react/blob/main/packages/react-core/src/helpers/util.ts would be a nice simple fix that would allow consumers to import this functionality.
