Websocket connection refused

I'm on windows, installed plugin via composer fine, run server with watch fine, Pattern Lab working fine, but auto-reload isn't working and there's a console error:
WebSocket connection to 'ws://localhost:8000/reload' failed: Error in connection establishment: net::ERR_CONNECTION_REFUSED
Any ideas?

Same here. Windows IIS 7.5.7600, php 5.5.34, composer 1.6.5, patternlab 2 php version, and mustache demo.

Everything seems to be working when I php core/console --server -with-watch, I see in my cmd window when I've updated something, but open browsers don't refresh. If I refresh manually I do see the change.
