Change lerna to fixed version mode

Related to #1039

for simplicity's sake we should consider abandoning lerna independent mode and affixing our versioning of the entire ecosystem at a time. so core@4 works with cli@4 works with @pattern-lab/plugin-foo@4 etc.

i like independent versioning because i believe in semver but it's clearly causing confusion

100% agree with this -- we made the exact same move early on with https://github.com/bolt-design-system/bolt (switching from independent to fixed versioning) and it's helped other devs a TON with knowing if X version of a component or dependency has been tested and works with Y version of some other monorepo package. 👍

having done this already, would you agree the general steps for this change be:

1. manually change all versions to say 3.SOMETHING.SOMETHING
2. change the lerna config option
3. release as normal

@bmuenzenmeyer I'm not 100% sure Step 1 is needed (or if changing the versioning mode and releasing would effectively force everything to get the same version bump).

In any case, I'm kinda on the fence about this getting released as v3.x.0 vs v4.x.0 (which I was half expecting we'd need) since we already have a few packages released as v3.0.x (ex. https://github.com/pattern-lab/patternlab-node/blob/dev/packages/engine-twig-php/package.json#L4) and technically this would be a major breaking change (at least versioning-wise).

Was actually chatting with @bradfrost about this a month or two ago (about the possibility of us needing to bump everything to v4.0.0 to get everything on the same page).

we are on the same page... thats why i said "manually" change to all 3... so lerna moves us to 4
