Update release pipeline (before Jun 23)

The release pipeline uses some old ways of passing information which will be deprecated in June 2023. See https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

ToDo:

• update https://github.com/patrickjahns/ansible-role-promtail/blob/master/.github/workflows/release.yml#L30-L38
• replace/update avakar/tag-and-release@v1 as it seems unmaintained
