The even worser thing service can't be removed.

I had this issue as well. What I ended up doing to solve the issue was by installing the signing certificate into the computer's Trusted Root Certification Authorities then rebooting the machine.

There are multiple ways of installing the cert, but the way I did it was:

1. Right click either the ppl_runner,exe or elam_driver.sys (since they should be signed with the same certificate)
2. Click properties
3. Click Digital Signatures
4. Find the ppl_runner signer and click it in the Embedded Signatures

5. Click Details
6. Click View Certificate
7. Click Install Certificate
8. Click Local Machine then Next
9. Place all certificates in the following store. Choose Trusted Root Certification Authorities then hit OK and Next
10. Click Finish
