This adds a page on slashing to the implementer's guide. I'd still like to add sections on past session slashing and disabling, but wanted to open this so we could have a single source for design discussions around time disputes.
paritytech/polkadot-sdk#742 has gotten rather long and also involves discussions on the audit issue, Parity forum, and Parachains Core retreat, so hopefully discussing and making edits here will be easier to follow.
I didn't add specify an exact curve for the instructions, but did propose start and ending times.
