NPoS: Robot-pools

This is just an idea, writing it here for the sake of extensiveness of our ideas:

Imagine any combination of nominations (select 16 out of all the validators) is a pool that already (lazily) exists. as someone joins this pools, it is created (as a nominator) and so on. No operator, no commission. Each pool has a "non-compounding" and "compounding" variant.

This is quite a radical idea, but if implemented, it can replace nominations entirely. You can also keep it as a thought, but similarly I think there was some major caveat with this.
