Allow Democracy to Support Assets

We should update the Democracy Pallet to support Assets in addition to the Balances pallet.

For this we need Assets to support locks.

Hi @shawntabrizi! Are there any plans to start working on assets pallet support for democracy pallet? It would be great to have an ability to use custom token minted by the assets pallet as a governance token for a democracy pallet.
