CTags, Source Browse Libraries [Read Only]

To source browse on libraries (Simple Libraries for example), we need to be 
able to open them in a read-only fashion.

Add a read-only mode to edit tabs so that ALT+Right Arrow can open those 
libraries in a read-only way.  A “[Read Only]” indication should also be 
added to the status bar or the edit’s tab itself.
