ENH: Unify API for drop and dropna for NDFrame

This can at least be done for Series and DataFrame (for dropna, thresh and how would just have no effect and axis must always be 0). Need to see whether it's possible for Panel.

yes...I would just make ``Series.dropna(**kwargs)` would close #5233 as well

can unify dropna more in 0.14

Sounds fine to me - do we care about raising on bad axis?

raising on bad axis is already in there (you just call self._get_axis_number)
