Particle System Instances need to be on map instances and maps, as well as the game itself #2

Because particle systems could be a fireplace, torch, or even a weather effect, it should be on a maps. The map instance could have a specific magical effect, so it should be there as well. Finally, effects could be done with particle effects on the fly, so we should attach it to the game as well, and the game logic and dynamically add and remove them. Right now, they are only defined on the game, which is wrong.
