Design alert system so users can know when content updates happen

Suggestion from Cyberinfrastructure Alignment workshop participant: "Version control/ability to sign up for email updates on changes to a page. Example use case: DwC changes something about their framework, researcher doesn't know about the changes (or doesn't want to go through the effort of re-reading an entire document to identify changes)."
