We need a way to announce major proposals and changes for the PURL and VERS specifications to interested parties. The primary purpose is to have a way to officially announce major changes beyond Slack/Gitter and GitHub and keep a record of those announcements. The intended audience is people who are interested in PURL or VERS but are not active in the Slack conversations or GH discussions/issues.
The primary use case is similar to a newsletter because we need a way to make announcements but keep the discussions in GitHub and Slack, not promote discussions in email threads. We do need robust email list management capabilities including subscribe/unsubscribe.
The most commonly used system for FOSS projects seems to be Groups.io (CycloneDX, SPDX and many others). Groups.io has much more functionality than we need and the free plan is capped at 100 subscribers and appears to have limited subscriber management capabilities.
A promising FOSS option is listmonk. It seems to have the right feature-set, but it is only self-hosted (primarily Docker). There is a good demo site at: https://demo.listmonk.app/.
