Media Query Complexity

We need probably a Media Query class that can calculate its own complexity. May need to rely on the CSSOM library.

It should recognize any @ rules, and determine the number of arguments it contains and produce a weight.

Media Query complexity will need to assume that it's the string of any "at rule".

It will need to count the presence of and and or statements because this is assuming a media query or supports rule

It will also need to assume present of literally any word b/c that could make it a CSS layer.

Work for this is basically done.

Big bummer is that CSSOM doesn't analyze @layer or @supports.
